I haven’t noticed this at all. I work in Japan and a lot of non-Japanese tend to get together so I have friends and acquaintences from the US, Canada, France, UK, Turkey, India, Australian, NZ, and Cambodia in addition to Japanese. I have never noticed any difference.
I’ve noticed that Japanese women have high pitched voices, Dutch women have low pitched voices, even a bit coarse, and Spanish men have high pitched voices.
Of course this is a generalization, not everyone speaks this way, but enough people as to notice a pattern.
