scandinavians, dutch, japanese
dutch people are loud on trains lol
And restaurants/bars.
And in public, especially when there’s even a drop of beer involved. And don’t forget the streets when there’s any sort of sports on tv…

yep, live in the NL and level of noise in the streets is really low, usually when I’m on the bus/tram/metro no one speaks loudly (except for the ocasional groups of teenagers) or listens to music without headphones, no loud parties from neighbours, etc.
That of course, in my experience so far.
