Canada is experiencing twin housing and opiate use crises so there is homelessness and drug use in all major cities, especially in the downtowns. At least in Southern Ontario, all cities I’ve been to since the pandemic have at least one if not more homeless encampments. If you do not have a car you will simply have to interact with these folks more as they reside in downtown areas that are close to public transit. They are typically harmless and will keep to themselves, unless experiencing a bad drug trip or psychosis.
