Rent is cheaper by far in Spain than USA, at least if I compare what I have around to the price I see online in USA, even if you rent with airbnb will be cheaper probably.

I think It means that 30% of your salary is free of taxes, so you will pay taxes for the 70 % of your salary. So if your aalary is 1000 and the taxes in netherland are 10%, you will NOT pay 100, you will pay the 10% of 700, this is 70

Time hago payoneer was allowing this to people with no conexiOn with USA( no passport, address, etc), check it, maybe it is still the case.

But why do you need this?, you can get an account in dollars with a lot of banks that have no lonk with usa( transferwise, revolut, etc)
