I currently live in Mexico and have a Mexican phone number but I’m having trouble scheduling services with the VA and using my benefits because I don’t have a US phone number.
I know that Google Voice is free but they won’t allow you to forward to a non-US number. I’ve found other virtual phone number services with monthly prices ranging from roughly $10-30/mo.
What is my best option here? I’m probably only going to be sending and receiving a handful of phone calls per year so I’d like to avoid a monthly subscription if possible.

If you have a smart phone, you can use the Google voice app to make and receive calls from your US Google voice number. You don’t have to forward calls. You can also initiate calls from a computer using Google voice.
Only guaranteed way is to use a US cell.
Take a look at the Zadarma Project internet phone service provider. They have on offer awide range of US virtual phone numbers. They do not charge any for the connection, and the monthly fee is only $2. This is much better than the offers you mention in your post. I also find their service is very friendly and easy to work with.
This is a big problem for many living abroad. You have to have someone in the US that can send you the OTP.
It makes no sense to not allow in app use or email for OTP. I think eventually SIM use we be replaced, but for now it’s really difficult.
