My needs are simple; ability to call/SMS to USA through an Android app running over wifi or local cell service. Windows app would be nice too. I currently use Line2 and they are exactly what I need but their service quality is poor and they do not maintain their software.

Suggestions on low cost alternatives? I know this question has been asked before but plans/offerings/reviews constantly change. Thanks!
